In the United States, cosmetic products are regulated by the FDA (Food and Drug Administration) at the national level, with the FDetC Act (Food, drug and cosmetics Act) and the FPLA (Fair Packaging and Labeling Act). The publication of the MoCRA (Modernization of Cosmetics Regulation Act) in December 2022 has brought many additional constraints to the regulatory framework for cosmetics in the United States.

Additional local regulations apply in some states, such as California with the California Safe Cosmetic Program (CSCP).
