Authorisation: EC votes for inclusion of twelve new substances to Annex XIV of REACH

These 12 substances are:

  • 1-Bromopropane (n-propyl bromide)
  • Diisopentylphthalate
  • 1,2-Benzenedicarboxylic acid, di-C6-8-branched alkyl esters, C7 rich
  • 1,2-Benzenedicarboxylic acid, di-C7-11-branched and linear alkyl esters
  • 1,2-Benzenedicarboxylic acid, dipentylester, branched and linear
  • Bis(2-methoxyethyl) phthalate
  • Dipentylphthalate
  • N-pentyl-isopentylphthalate
  • Anthracene oil
  • Pitch, coal tar, high temp.
  • 4-(1,1,3,3-Tetramethylbutyl)phenol, ethoxylated
  • 4-Nonylphenol, branched and linear, ethoxylated

The substances should effectively be added to Annex XIV by mid-2017.

Several industries impacted

The new substances of Annex XIV will impact several sectors in Europe, and notably pharmaceutical and aero/space industries since they are involved in many uses.

These substances have specific toxicological and ecotoxicological properties compared to the previous substances already in Annex XIV: carcinogenic, PBT and vPvB for anthracene oil and pitch, coal tar; endocrine disrupting properties for the environment for nonylphenol and 4-tert-OPnEO.
Dedicated methodologies will have to be developed in order to support applications, notably regarding:

  • Exposure assessment
  • Risk characterisation
  • Monetisation of impacts
