End of Support for some Active Substances: Lavandin and Geraniol

6/10/2025

Two key substances used as a repellent (PT19) and insecticide (PT18) are changing their status under the EU Biocidal Active Substance Review Programme:

  • Lavender / Lavandula hybrida ext / Lavandin oil (PT19)
  • Geraniol (PT18 and PT19)

Lavandin Oil (Lavandula hybrida ext) – PT19

Companies supporting this substance under the PT19 review programme have withdrawn their participation.
The European Commission has set 26 August 2026 as the deadline for notifying the intention to support this substance.
Without a new notifier before this deadline, the substance will be removed from the list of substances under evaluation.

👉 Until then, products containing lavandin in PT19 remain in a transitional period and can continue to be placed on the market until the publication of a legislative act by the European Commission.

Geraniol – PT19

At the Biocide Congress in Lyon on 30 September – 1 October 2025, ANSES announced that geraniol is no longer supported under the EU Biocidal Active Substance Review Programme.
However, this information has not yet been officially published by ECHA. Further details are expected in the coming months.

👉 In the meantime, products containing geraniol remain in a transitional period.

⚠️ Key Points for Market Actors

Holders of authorisations or distributors of PT19 products containing lavandin or geraniol should closely monitor developments.

  • For lavandin, the possibility to take over as a notifier remains open until 26 August 2026.
  • For geraniol, it is important to stay alert to the ECHA publication, which will formally confirm the substance’s exit from the programme.
  • Without support and after the adoption of the relevant legislative acts, placing the affected products on the market will be prohibited once the transitional periods end.
