The Annex XIV, currently composed of 31 substances, is the document listing all the chemicals submitted to authorization under REACH Regulation. After having recently published a draft recommendation seeking the addition of 11 new substances to this list, the ECHA is now awaiting for several stakeholders across Europe to give their insights into the public consultation launched by the Agency on the 18th of November 2015.
Until 18th of February 2016, ECHA invites comments on the priority of the substances, their uses, possible exemptions from the authorization requirement and on the proposed transitional arrangements, as well as the deadline by which the substances must be disposed of. The Agency will afterwards draft the final version of its Recommendation, and submit it to the European Commission.
For its part, the European Commission seeks to know the possible socio-economic consequences which may arise from adding the 11 new substances to the Authorization list, as well as the conditions and �sunset date� corresponding to each substance.
ECHA�s draft recommendation seeks to add 11 new substances to the 163 already present substances of the Candidate List, which are:
The draft recommendation imposes that the last authorization files must be submitted between 18 to 24 months, depending on the concerned substance. However, for the 11 new substances ECHA proposes that the date is 18 months after submitting the authorization files.
