The European Commission opens a consultation on the evaluation of the REACH regulation

10/11/2016

The REACH Regulation is revised every 5 years

The REACH regulation provides for a revision to be carried out Every 5 years in order to monitor progress in achieving its goals. La 2017 revision Of REACH Will be the second and will be carried out in parallel with a check of the most relevant legislation on chemical products (excluding REACH).

This revision will be based on the 2013 revision by analysing efforts and improvements carried out since then. This revision of REACH will include five mandatory evaluation criteria: effectiveness, efficiency, coherence, relevance, added value of the European Union (EU).

The Commission will rely on reports from EU Member States and ECHA, thematic studies carried out by external consultants as well as main players in the sector to give his evaluation. This consultation of actors in the accessible sector online Until January 28, 2017 aims to obtain their opinion on this evaluation as well as any missing elements.

Why a revision of the REACH Regulation?

This revision is in line with the objectives set by the”World Summit on Sustainable Development (WSSD)” which will take place in 2020. It is for this summit that the REACH and CLP regulations were developed in order to significantly reduce the impact of manufactured chemicals by 2020 on human health and the environment. Indeed, in its latest reports, the DGCCRF (Organization that controls the compliance of establishments in France with the REACH Regulation) noted that 40% of the establishments audited are not in compliance to the chemical regulations in force.

To meet these objectives, ECHA has therefore set itself four main themes:

  • Solid data on chemicals in Europe;
  • Effective regulation on risk management;
  • Effective communication in the supply chain;
  • One gradual change for citizens, businesses and legislators. ;

Following consultations with actors in the sector, ECHA intends to focus on communication within the supply chain, the standardization of methods of test without animals as well as information on chemical products free of access.
