In the fall of 2014, ECHA organised a public consultation to endorse a draft recommendation which already contained the 15 SVHC. The latter was approved by the Committee of Member States in June 2015.
Substances from the project that have not been included in the Authorisation list with these recommendations will have their cases reconsidered priority later.
Substances which are the subject of the recommendation have dangerous properties for human health as they are considered carcinogenic or reproductive toxicant. Two of them are increasingly seen as very Persistent and very Bioaccumulative and Toxic (PBT and vPvB in the terminology of ECHA). One of the 15 recommendations cover a group of substances with harmful effects on the environment as their degradation products may have endocrine disrupting properties.
The final decision on whether to include such substances in the Annex XIV will be taken by the European Commission in cooperation with the European Parliament and Member States.
