The SCCS has initiated a consultation on a revision of its guidance for testing cosmetic ingredients

This month, the Scientific Committee for Consumer Safety (SCCS) has announced the starting of a consultation, until the 8th of January 2016, on the revision of its Guidance for the Testing of Cosmetic Substances and their Safety Evaluation.

Intended for public authorities and cosmetic industry, the consultation aims at �enhancing the harmonized compliance� with the European Union�s cosmetic legislation.

The SCCS guidance has often been reviewed in order to include the latest regulatory and scientific developments; the last revision notably dating from 2012. However, several modifications, opinions, addenda have been adopted since then, and are on the basis of the current revision, according to the SCCS.

Hold on.. what is the SCCS ?

The SCCS, acronym of Scientific Committee for Consumer Safety, is a European Commission�s committee, composed of 17 experts essentially specialized in chemistry and toxicology.

This scientific committee provides advices on safety and sanitary risks, and particularly on chemical, biological risks, as well as all physical risks from non-food consumer products. As for instance cosmetic products and their ingredients, clothing, domestic products, or consumer services such as tattoos.

The committee can publish declarations from its own initiative, even though the views it expresses are generally an answer to a request from the European Commission. Advices and declarations expressed by the committee are often the source of future European legislative evolvement.

The tests realized on cosmetic ingredients

The European legislation on cosmetic imposes that all cosmetic product placed on the European Union market shall be of safe use. The manufacturer must ensure that his products have been submitted to a safety assessment made by scientific experts before being placed on the market for sale.

The Regulation (EC) no1223/2009, replacing the Directive 76/768/EEC has hardened the obligations related to cosmetic ingredients� testing, by imposing that companies use alternative methods to animal testing, and by prohibiting the placing on the market of finished cosmetic products which have been animal-tested.
