28/4/2015

What is IUCLID?

IUCLID is a tool used for dossiers submission concerning REACH registration and and authorisation applications of Biocidal Products (Biocidal Products Regulation). Two versions of IUCLID are available, one online and the other on desktop.

What does change for IT environment?

IUCLID 6 beta version due on May, 25th, allows companies to start getting to know the final coming final version and also to implement required changes for IUCLID use. This preliminary version permits:

  • Installing the software environment required for IUCLID 6 to work. For example, Tomcat must be replaced by GlassFish as an application server which makes IUCLID 6 components correctly work together. Moreover, this version can be tested to know if IUCLID works with other information management software on chemical products. These changes can be set up and tested with the beta version.
  • Starting to use new functions on managing users. A manager is appointed to manage other users along with their rights. Different users groups can have different restricted access within the same application.

If you already have set up IUCLID directly on your desktop computer, you do not necessary need installing the beta version. However, you can familiarise with this new version along with the new organization of data. This structure is record-based concerning all sections for endpoint studies which make easier copy-paste and share of information.

2016 IUCLID, what changes?

Considered as too complicated, IUCLID set up has been criticized. Good news: IUCLID 6 is easier to install and there is no need of any complementary software. Furthermore, the final version will be launched along with:

  • Instructions of use
  • New rules integrated in the validation assistant tool for dossiers submission
  • A list of frequent problems concerning installation and
  • Video tutorial

Finally, ECHAs Helpdesk is available to answer to any questions.

IULID 6 aims at facilitates users and authorities, thus it is now possible for both to create personalised templates and reports with IUCLID 6; only ECHA could do this so far. OECD country members can create harmonised templates with OECDs ones and use them as a basis for data format used for dossier submission. Along with these changes, the new data research and communication functions are more accurate and efficient.

Concerning backwards compatibility; according to a preliminary report presented by ECHA to REACH and CLP Relevant Authorities: in practice, dossiers that were complete in IUCLID 5 (that is, containing the appropriate data or waiving) will generally be complete in IUCLID 6.

In 2016, the release of the new version is part of a bigger update of ECHA IT tools, especially for REACH-IT and Chesar. As soon as the new REACH-IT version is released (no date available for now), every dossiers submitted to ECHA must be under IUCLID 6.

Do not forget to take into consideration that the beta version does not contain all the data structure and you cannot submit a dossier to ECHA through this version. Meanwhile, use IUCLID 5.

EcoMundo will soon test the beta version for you! This test will permit to understand better all changes due to the new version and will help understanding changes that affect users.
