From 928 compliance checks, 566 were considered non-compliant and were sent a draft decision, with information requests relating mainly to substance identity, physiochemical properties, sub-chronic toxicity studies, and prenatal developmental toxicity studies and exposure assessment. Out of 157 test proposals, where 111 decisions were made, 71 cases were accepted, 37 saw at least 1 modification to their alternative test proposals, and 3 proposals were rejected outright.
ECHA later assessed 222 follow-up cases to ascertain whether compliance had been achieved, with 147 considered compliant and therefore complete, whilst 43 had complied but needed clarification with additional information. 32 cases were concluded to be still non-compliant and therefore without compliance implementation, which were then forwarded to the Member state enforcing authorities.
As a result of this assessment, the agency will now provide more detailed recommendations on effective completion of registration dossiers for future registrants of the 2018 deadline, and those currently needing to update their dossiers.
Information on knowing how to respond to draft decisions appropriately, keeping the dossier up-to-date, and specifying rationale behind adaptations to the standard testing regime form some of the amended output for future and ongoing registrants. Sections of the chemical safety report have also been improved to better reflect actual uses and risks.
