The polymers REACH registration study

The tender is for invited candidates only and the study should end in October 2014.

 

Polymers are exempt from registration and evaluation under REACH. However, the REACH review of the Commission showed that there was not enough information on the impact on innovation and competitiveness to determine if certain polymers should be registered under REACH. It said it would continue to assess the situation and have a decision ready by January 2015.

The study follows on from the report reviewing registration requirements for polymers conducted in 2012. This should enable the EC to have technical, scientific and policy support, allowing the EU executive to draft the Article 138 (2) REACH report.

Article 138 (2) of REACH states that �The Commission may present legislative proposals as soon as a practicable and cost-efficient way of selecting polymers for registration on the basis of sound technical and valid scientific criteria can be established�, that a report must be published on the risks posed by polymers compared to other substances and the need to register certain polymers.

Moreover, the contract should elaborate a method (or methods) for grouping polymers that would take into account their intrinsic unpredictability and dangerous properties.

The industry believes there is no reason to change the REACH registration requirements as there is already a polymers group within Cefic for example. It thus hopes to convince the EC that through the correct use of the present regulation, no further requirements for polymers will be necessary.
