The amendments enable a transitional period where treated articles can be placed on the market if an application, for its active substance to be approved, is completed by 1 September 2016. If this change was not made, treated articles placed on the market would have been banned until their active substance was approved, which could have taken years.
The amendments also apply data protection periods for data submitted for products under simplified authorisation.
For products containing both new and existing active substances the amendments enable member states to apply their national systems until these products are approved, this was only the case for existing active substances prior to the amendments.
The amendment also restores the role for biocide formulators to be able to support active substances.
The Council and the Parliament will have to discuss these amendments before they are adopted
