What are the requirements linked to SCIP?

The opening of the SCIP database implies reporting obligations for many actors. In particular, manufacturers, assemblers, importers or distributors of articles containing Substances of Very High Concern in a concentration greater than 0.1% w/w. These declaration obligations apply from 5th January 2021 onwards.

Retailers (with the exception of those who are also importers and/or manufacturers), or any other actor supplying articles directly and exclusively to consumers are not concerned by the obligation to submit information to ECHA.

SCIP: opening of the European database on 28th October

The SCIP database (Substances of Concern In articles as such or in complex objects (Products)) was created in 2018 via an amendment to the Waste Framework Directive (2008/98/EC). It finally sees the light of day with its online publication on Wednesday 28th October.

Launched by ECHA, the aim of this platform is to improve transparency on dangerous substances in articles in Europe. It has three main objectives:

  • Reduce the amount of waste produced containing hazardous substances by promoting the replacement of substances on the Candidate List in articles marketed in Europe,
  • Make information more easily accessible to improve waste treatment processes,
  • Enable authorities to monitor the use of hazardous substances in articles in order to better manage the entire life cycle of articles.

Moreover, making this information available to consumers can encourage them to make better choices at the time of purchase. Consumer influence is an important lever in the choice of substitution of hazardous substances.
