The European Commission approves the use of two cosmetic ingredients

The European Commission (EC) amended the European cosmetics legislation 1223/2009 on the use of zinc oxide and potassium hydroxide. These amendments enter into force on 21 May 2016.

What changes for the European Cosmetic Regulation?

Two regulations have been published in the Official Journal. They amend the European cosmetics regulation to approve the use of zinc oxide and potassium hydroxide. These following uses have been voted by the European Commission's Standing Committee on Cosmetics Products on 22 October 2015.

Zinc oxide

Zinc oxide is an ingredient commonly used in sunscreen which forms a reflective film on skin. It will be authorized as a UV filter, in its “bulk” form as well as its nano form, at a maximum concentration of 25% in the cosmetic product. However, this authorization doesn’t concern the uses that may expose the final user to nanoparticles. Seeing the European legislative framework on nanomaterials as well as the one in some EU countries, especially France, some restrictions will be applied to the use of zinc oxide in its nano form. This substance is also approved as an alternative to the UV filters suspected to be endocrine disruptors.

L’hydroxyde de potassium

Potassium hydroxide (KOH) will be authorized in cosmetic products used to remove or soften calluses, at a maximum concentration of 1.5% weight per weight (w/w). It was already authorized in cosmetic products used to remove of soften cuticles, as well as a PH regulator. Particular precaution of use and warning on the cosmetic product label must include the following warning: “avoid contact with the eyes”. These amendments enter into force on 21 May 2016.
